Dr. Francine Dove Hawkins has unselfishly and relentlessly dedicated her civic and professional life to uplifting the human spirit and promoting to fulfill the mission that God gave to her: "To help stir up the unique gift(s) given to each person to make the world a better place." And she is accomplishing her mission through teaching, coaching, and advocating. Dr. Hawkins was born and raised in St. Mary's County, MD where she attended Catholic school until 1966 at which time she began attending public school. In 1971, she graduated as salutatorian from Great Mills High School. Dr. Hawkins eventually received her bachelor's degree in education from the University of Virginia in 1975, her master's degree in speech pathology from Pennsylvania State University in 1976, and her doctoral degree in communication sciences from the University of Maryland in 1992.
In 2001, Dr. Hawkins founded the Institute for Human Growth and Development, Inc., whose mission is "building community by building to thrive within a global economy." Since that time, she has worked tirelessly advising, mentoring an coaching students. For almost 15 years, she worked with students in her community-based program called the Ladies and the Gentlemen of the Village as well as other students in the community. Over 400 students were touched by this particular program that focused on developing character, academic success, life skills, career awareness, and interest in STEM fields (Science Technology Engineering and Math). Working tirelessly with parents, teachers and mentors, Dr. Hawkins has always been committed to ensuring that graduates of the Village Program attend college, enlist in the military or get a job. She, with her partners, have achieved a 99% success rate. Many of her students have received higher education degrees.
For three years, Dr. Hawkins successfully partnered with Alpha Kappa Alpha Sorority, Inc., Nu Zeta Omega (AKA-NZO) Chapter to integrate its international signature program for students, called ASCEND, into the Village program. Students enrolled in ASCEND focused on college preparation, leadership development, networking, and communication skills development.
For ten years, Dr. Hawkins, working with outstanding parental and family supporters, spearheaded and educational fieldtrips for students from pre-k to grade 12 with their families to various museums, fun sites and colleges/universities, inclusive of Harvard, MIT, Spelmen, Morehouse, Hampton, Morgan, Xavier, Bennett, North Carolina A&T, UMES, Coppin and Bowie. To fund these trips Dr. Hawkins worked relentlessly to initiate partnerships, including those with churches, community organizations and businesses.
At her church, St. Peter Claver, Dr. Hawkins is also active at the following: Part-time Secretary, Weekly Bulletin Writer, Gospel Choir Member, Eucharistic Minister, Lector, Chairman of the Evangelization Ministry, and Women of the Word Ministry Member. Dr. Hawkins also serves as the Cardinal Gibbons Institute Memorial Scholarship Committee Chairman, which is responsible for identifying and granting monies to students to support college tuition. For two years, Dr. Hawkins served with her husband as a Captain of Project WARM at their church. They remain as active members of this effort. In the community, Dr. Hawkins also serves in an advocacy role particularly in the educational system. She is often giving free consultations or attending special education meetings with parents.
Professionally, Dr. Hawkins is the owner of Hawkins and Associates, LLC. which is a human resource support company. She has trained over 4,000 adults in the areas of diversity, career mobility, and communication. She consistently receives outstanding evaluations. This is her 35th year in business.
Dr. Hawkins is married to Steve Hawkins, her childhood sweetheart an owner of KeThink sfs, a telecommunications firm. Dr. and Mr. Hawkins have one natural child, Stevie-Mari, who is married to Captain Adam Starks, United States Air Force. The Hawkins family has fostered 7 children, and they share 15 Godchildren.
